RAYNET, User Services and the Civil Contingencies Act (2004)


Under the terms of the Amateur Radio licence, a "User Service" means the British Red Cross, St John Ambulance, the St Andrew's Ambulance Association, the Women's Royal Voluntary Service, the Salvation Army, any Government Department and any "Category 1" or "Category 2" responder as defined in the Civil Contingencies Act (2004).

Category 2 Responders ("co-operating responders")

Utility Companies -

Electricity distributors and transmitters

Gas distributors

Water and sewerage undertakers

Telephone service providers (fixed and mobile)

Transport -

Network Rail

Train Operating Companies (Passenger and Freight)

London Underground

Transport for London

Airport Operators

Harbour Authorities

Highways Agency

Health Bodies -

Strategic Health Authorities

Government Agencies

Health and Safety Executive
